Abstract: The network structure of energy flow related to people flow, logistics, information flow, etc., promotes the evolution of the field of network public opinion risk management on sudden public security to be a more free, open and shared state. However, the responsive governance relied on by some public management agencies not only tends to increase their own passiveness and weaken the governance effectiveness of the risk, but also may exacerbate the “counter-function” risk of the governance system caused by asymmetric information. The reason lies not only in the interest competition of various governance subjects in the context of the "promotion tournament", but also in the efficiency of collaborative operation among the various governance subjects. Therefore, it is necessary to adopt some smart governance strategies, such as strengthening the basic trust mechanism and cooperative consensus mechanism between different governance subjects to systematically deal with different types of related risks, choosing a collaborative governance network structure model that fits different risk contexts and improve the governance efficiency of risks at different levels in this field, etc.. These strategies will help to find out the way of good governance that suits the national conditions for the process towards cyber power.
