Abstract
ABSTRACT:
Green and low-carbon development is nowadays the focus of China's development goals. In the context of the carbon peaking and carbon neutrality goals, carbon abatement has increasingly become the focal point of discussion of sustainable development. Cities, as the main source of carbon emissions, play a pivotal role in carbon emission reduction.
This study is based on the action plan for carbon emissions peaking of Dongtou District of Wenzhou and the 14th Five-Year Plan. Taking the energy and economic data of Dongtou District as the data source, with referring to municipal and provincial data, the study constructs a practical optimization model of urban carbon emissions peaking path. By finding out the network connection and interactions among the various carbon emission reduction measures in the action plan of Dongtou District, the optimal implementation path in the time series was find out by planning the implementation time of each measure. Two optimization goals were considered: (1) the minimum cost investment of carbon emission reduction of the whole society, and (2) the shortest carbon peak time in the city.
Based on Sequential Decision method, this study decomposed the implementation sequence problem of carbon emission reduction measures in Dongtou District in the next decade into independent sub-problems of when each carbon emission reduction measure is implemented. We constrained the sub-problems according to the actual situation, so as to achieve the overall optimal effect.

Professor Tao Wang, who graduated from Tsinghua University with a bachelor's degree and a doctor's degree, is now working at School of Public Policy and Administration of Chongqing University. He has been selected into the National Youth Talent Program, Chongqing Youth Talent Program and Bayu Youth Scholar Program. He is a member of the professional committee of environmental management of China Society of Management Sciences. He is also a member of the Committee of experimental demonstration sustainable development of China Sustainable Development Research Association. He has obtained one youth project and two general projects supported by the National Natural Science Foundation of China. His research interests include urban sustainable development, urban resilience and climate change response, and smart city. In recent years, he has published one monograph and more than 40 papers in high-level Chinese and English journals such as Production and Operation Management, International Journal of project management, Energy, Renewable & Sustainable Energy Reviews, Chinese Management Science and Chinese Population, Resources and Environment. He is currently the editorial board member of the Journal of Green Building and Journal of Engineering Management (In Chinese), and a member of the thematic Advisory Committee of Buildings.
